C&ES’ Professional Engineers play an essential role in our firm and are key figures in the building blocks of our local community development. On a daily basis, they take on the challenge of creating designs that balance problem solving with functional value, all while working closely with owners, contractors, architects, and other stake-holders.
C&ES’ Engineers design infrastructure projects and systems in the public and private sector, including our roads, storm water drainage, systems for water supply distribution, and sewage collection, just to name a few. They understand that each project is dynamic, so they respond to the distinct design concerns and potential operational issues along with keeping the deliverables on time and within budget.
Our Professionals use their skills to optimize performance and efficiency of our public systems, which involves developing water and sewer systems that balance safety standards with distribution of water and collection of waste-water. Mr. Stephen Manis, P.E. has more than 38 years of experience in the Project Management and Engineering field. He has managed/supervised numerous projects related to civil, environmental, water, and wastewater treatment. Mr. Manis has proven success in the oversight and direct delivery of the design, permitting, cost estimation, and reporting in several different capacities of his project management positions. Mr. Manis is an excellent addition to any team, and is a very dedicated individual.
With over 40 years of experience as a licensed Professional Engineer, Mr. Jack D’Amato, P.E. has a proven track record in promoting successful projects with respect to facilitation of design, permitting, and construction management. His exemplary communication and interpersonal skills in project development, inter-agency coordination, public involvement and awareness, and maintaining strong client relationships have earned him excellent professional rapport with the Florida Department of Transportation’s District 2 staff on all levels. His master coordination efforts in addition to his professional versatility, ability to expeditiously solve problems, and extensive highway engineer experience, ensure a successful completion to any project.
Mr. Claro N. Magpantay, P.E. – Is a Professional Engineer In the following States: Florida, Louisiana, West Virginia and Oregon. He brings 32 years of civil engineering design experience. He has extensive knowledge in site layout, site design of potable water distribution systems, sanitary sewer collection systems, roadway layout, drainage, grading, storm-water management design, and land development projects.
His projects include: Duval County Public Schools, City of Jacksonville Roadways, Multi-Family and Single Residential Subdivisions, Commercial and Industrial site civil design, JEA Treatment Plant site civil design and QA/QC project reviewer. Mr. Magpantay has also served as the Resident Engineer for water, sanitary, and roadway capital improvement projects for three years at US Army Ft. Campbell Post.
Mr. Lynn Westbrook, P.E. has more than 30 years as a Licensed Professional Engineer, working in the areas of construction and public works, including 20 years of managing multi-million-dollar municipal public works programs. Mr. Westbrook also has 20 years proudly serving with the US Army Corps of Engineers (USACE). As a manager in the public sector, he has led programs with annual operating budgets up to $70M and capital improvement programs with a budget of $113M. He was responsible for the maintenance and operation of 7,100,000 square feet (SF) of facilities as well as utility systems. Facility types that Mr. Westbrook has managed include fire stations, recreation facilities, office buildings, police substations, libraries, and maintenance facilities. Throughout his career in the public sector, Mr. Westbrook has implemented process improvements resulting in greater production efficiency, reductions in the number of change orders, and the completion of projects on schedule and within budget.
Mr. Frank Gray, P.E. is a Professional Engineer with more than 40 years of Civil Engineering Design and Construction Management experience. His areas of expertise include site design (paving and drainage), utilities and site improvements, storm-water management, hydraulic analysis of piped systems, reclaimed water system design, wastewater treatment plants and collection systems, deep wells for water supply, water treatment plants and distribution systems, water and wastewater master planning, and roadway design.
A majority of his experience consists of work for federal clients such as NAVFAC SE, Redstone Arsenal, NASA, and ACOE. Florida State clients have included FDOT, FDEP, and municipal clients such as City of Jacksonville, Plant City, Rockledge, Alachua, Jacksonville Beach, Defuniak Springs, Huntsville, Athens, Madison, and Hartselle.
